GBI Investigation Leads to Indictment, Arrest of Former State Probation Officer
Charges stem from inappropriate behavior and actions regarding a female probationer

GBI Investigates Allegations at the Request of Coweta County State Probation Office

A GBI statement provided to NCST shows their investigation into allegations against a former probation officer started on June 5th, 2025 when the Coweta County State Probation Office contacted the GBI and asked for their assistance.

The allegations where made against Adam Mathew Reuter, 42, of Sharpsburg, who according to open records was employed as a probation officer from early 2019 through late 2023. Prior to working as a probation officer Reuters’ LinkedIn states he worked as a Coweta County Corrections Officer for just over 10 years starting in 2009.

It was alleged that Reuter falsified records regarding the activities of a probationer as it pertained to their completion of certain requirements of their probation, and that he sent the same female probationer a sexually elicit photo.

According to their website, the Coweta County State Probation Office ” primarily supervises cases sentenced in the State Court of Coweta County for misdemeanor traffic and criminal offenses. In addition to the State Court, this office supervises misdemeanor cases sentenced in the Superior Court of Coweta County as well as deposit account fraud, bad checks, sentenced in the Magistrate Court of Coweta County.

Each officer is certified by the Georgia Peace Officer Standards and Training as a Probation Officer. They have arrest powers and are certified to carry firearms. They must maintain their certification through annual training as required by law.

As of November 4th, the website shows the office employees seven probation officers and is run by Robert Carawan, the Chief Probation Officer.

Indictment, Allegations & Arrest

At the conclusion of their investigation, the GBI handed their case files and findings over to the District Attorney who presented the findings to a Grand Jury. On October 15th, 2025, the Grand Jury returned a True Bill Indictment against Reuter on the following counts.

    1.  Violation of Oath by Public Officer ( O.C.G.A. § 16-10-1 )
      • Sentencing: be punished by imprisonment for not less than one nor more than five years.
      • The Grand Jury aforesaid, in the name and behalf of the Citizens of the State of Georgia, charge and accuse ADAM MATHEW REUTER with the offense of Violation of Oath by Public Officer (O.C.G.A. 16-10-1) in that the said accused, in the State of Georgia and in the County of Coweta, on or about the 5th day of December, 2022, being a public officer with Coweta County State Probation he did willfully and intentionally violate the terms of his oath as prescribed by law, in that he did swear to “faithfully perform and discharge the duties of my office … conscientiously and without … partiality” and then did mark as completed a psychiatric evaluation for probationer [ NCST Redaction ] when it had not been completed, contrary to the laws of the State of Georgia, the good order, peace and dignity thereof.
    2.  Violation of Oath by Public Officer ( O.C.G.A. § 16-10-1 )
      • Sentencing: be punished by imprisonment for not less than one nor more than five years.
      • The Grand Jury aforesaid, in the name and behalf of the Citizens of the State of Georgia, charge and accuse ADAM MATHEW REUTER with the offense of Violation of Oath by Public Officer (O.C.G.A. 16-10-1) in that the said accused, in the State of Georgia and in the County of Coweta, on or about the 20th day of March, 2023, being a public officer with Coweta County State Probation he did willfully and intentionally violate the terms of his oath as prescribed by law, in that he did swear to “faithfully perform and discharge the duties of my office … conscientiously and without … partiality” and then did reduce the required community service hours of probationer[ NCST Redaction ] and did then mark those hours completed without them being completed, contrary to the laws of the State of Georgia, the good order, peace and dignity thereof.
    3.  Sexual Contact by Employee or Agent in the First Degree ( O.C.G.A. § 16-6-5.1(b) )
      • Sentencing: punished by imprisonment for not less than one nor more than 25 years and by a fine not to exceed $100,000.00.
      • The Grand Jury aforesaid, in the name and behalf of the Citizens of the State of Georgia, charge and accuse ADAM MATHEW REUTER with the offense of Sexual Contact by Employee or Agent in the First Degree (O.C.G.A. 16-6-5.l(b)) in that the said accused, in the State of Georgia and in the County of Coweta, between the 1st day of December, 2022, and the 31st day of July, 2023, the exact date of the offense being unknown to the Grand Jury, being an employee of Coweta County State Probation, did knowingly send a digital image of his penis, sexually explicit conduct, to[ NCST Redaction ] whom said accused knew was contemporaneously under the supervision of probation of the Coweta County State Probation office, contrary to the laws of the State of Georgia, the good order, peace and dignity thereof.
    4.  Computer Forgery ( O.C.G.A. § 16-9-93(d) )
      • Sentencing: fined not more than $50,000.00 or imprisoned not more than 15 years, or both.
      • The Grand Jury aforesaid, in the name and behalf of the Citizens of the State of Georgia, charge and accuse ADAM MATHEW REUTER with the offense of Computer Forgery (O.C.G.A. 16-9-93(d)) in that the said accused, in the State of Georgia and in the County of Coweta, between the 1st day of March, 2023, and the 20th day of March, 2023, the exact date of the offense being unknown to the Grand Jury, did alter the total community service hour requirement for [ NCST Redaction ], data contained in a computer network, in such a manner that had he, in like manner, altered a tangible document he would have committed forgery under Article I of Chapter 9 of Title 16 of the Official Code of Georgia, contrary to the laws of the State of Georgia, the good order, peace and dignity thereof.

Upon indictment the Coweta County Superior Court issued an Order for the Arrest of Reuter. On October 29th, 2025 Adam Mathew Reuter was booked into the Coweta County Jail on the four charges contained within the indictment. Booking records show that he was released from the jail early the next morning after posting a $5,000.00 bond.
