Officer Narrative

NCST was able to obtain a copy of the Case Supplemental Report which includes the Officer Narrative from the incident, parts of which follow. For the privacy of the victim, certain information regarding individual apartments and persons have been further redacted by NCS on top of the CCSO’s redactions of the open record.

On Sunday, March 9, 2025 at approximately 05:34 hours 911 received a call at [ CCSO Redaction ] in reference to a
discharging firearms call.

At around 05:36 hours I, D.S. J. Conley (162), was dispatched to the area along with Sgt. B. Doss (026) and D.S. S. Weber (170). While enroute, 911 advised that a man was walking around building 6 with a gun shooting. 911 received several calls stating that people heard the gunshots and could hear someone banging on doors. I arrived at about 05:43 hours. On arrival I grabbed my patrol rifle and made my way to the building where the call had originated. Units on scene were able to determine that the incident started in building 6 at [ NCST Redaction ].

A bullet hole was located in the door of the apartment and across the hall, there was another hole by the door of [ NCST Redaction ]. We were advised that nobody was able to contact [ CCSO Redaction ] one of the people that lived in [ NCST Redaction ]. We knocked on the door and received no response. After several attempts, we decided to make entry into the apartment. One of the Newnan Officers used a hammer to break the door open. We cleared the apartment, but were
unable to locate anyone. Inside the apartment there was a broken mirror and a bullet hole in the hallway. A bullet was found on the floor of the living room.

After clearing the apartment, I returned to my patrol vehicle and secured my rifle. I went back to the scene and D.S. J. Munster was setting up a crime scene. I stayed near the entrance of [ NCST Redaction ] for the remainder of my time on scene. I briefly spoke with [ NCST Redaction ] about the incident. [ NCST Redaction ] said he heard his cousin, [ CCSO Redaction ] arguing with her boyfriend, Amari Liptrot. [ NCST Redaction ] stated he tried to leave with [ CCSO Redaction ] baby and go to his aunt`s house, but [ CCSO Redaction ] wouldn`t let him. He left the apartment to get away from the argument and heard gunshots while he was outside. Shortly after, he met [ CCSO Redaction ] near the main office. The two hid in the woods for about 15 minutes before law enforcement found them.

I also spoke with [ CCSO Redaction ]. She was one of the people that lived [ CCSO Redaction ]. She said Amari had pounded on her door several times before we arrived. She also stated that she heard the gunshots. When we pointed out that there was a bullet hole in the wall leading to her apartment, she said she had children inside her home that could have been killed.

The parties that were involved in the situation were kept separate until Investigator Taylor was able to speak with them. When I left the scene, Investigator Taylor was on his way to obtain a search warrant for the residence. I was advised that another agency had located Amari and his vehicle was seized.

My body worn camera was active during this call for service.

Additional Information

Dispatch audio from the time of the event reveals that once units were able to identify the suspect and his vehicle a BOLO was given out to surrounding agencies. It was the Peachtree City Police Department that located, stopped and detained Liptrot shortly after the BOLO went out.
